I have the honour to acknowledge

receipt of your despatch Fumber 211 of Eareh

4th, (7.1613/1616/378) reçuesting my observat-

loas on the desirability of granting ordinary

British passports to persons of Chinese race

born in Kongkong.

It does not appear timt His Majesty' s

legation in China are much ounasrned in this

matter beyond its connection with the question

of the degree of protection to be afforded by

Els Ya jos ty's Consular offioers in China to

Kritisk Subjects of Chinese race.
